Want to Make a Real Impact in a Crisis? The Critical Skills Future Disaster Leaders Need

As disasters intensify, demand is growing for professionals trained in leadership, systems thinking and emergency management

As climate-driven disasters become more frequent and complex, experts say there has never been a greater need for skilled professionals who can lead communities through crisis and recovery.

From bushfires and floods to public health emergencies, effective disaster response depends on more than frontline action. It requires leaders who can think strategically, coordinate across systems and make high-stakes decisions under pressure. According to QUT academic Dr Sam Toloo, these capabilities are increasingly in demand, but remain in short supply.

“We know that when disasters happen, communities that cope best are those supported by leaders who understand systems, ethics and long-term impact,” he says.

“Emergency responses don’t start when disaster strikes or end when immediate danger passes. Communities are best supported by leaders who dedicate time to planning, training, recovery and ongoing resilience building.”

Career opportunities in disaster and emergency management span a wide range of roles, including emergency services, healthcare, public health, policy, logistics and technology. Victoria Police Sergeant and QUT online learning advisor Patrick Hayes said success in these fields requires a whole-of-system mindset.

“We cannot have people fousing just on what’s in front of them, they need to consider planning before an event, coordination and collaboration while they are in a response and then rebuilding and resilience once the immediate danger has passed.”

Dr Toloo says finding the time to build these skills can be a challenge for those already working in demanding roles.

“We know that leaders in health institutions, government departments and charities are in busy roles that often don’t have capacity to step back and share learnings with emerging leaders,” he says.

“They may also not have the internal depth within the organisation to provide effective mentorship and support.”
